This worked for my self-hosted dedicated server after it just wouldn't work until I copied these files in. The files didn't previously exist in that folder, so no over-writing involved.
In My case it helps to write down the full IP of the Server with port. Connect to it directly works for me
On your server (if you own it): from /common/PalServer/ copy the .dll files to /common/PalServer/Pal/Binaries/Win64/
Fix may work on other platforms (it will not be Win64)
not sure what happened but today I am able to log into our dedicated server
Same, I PERSONALLY did not change anything. I just decided to try it one more time 5 minutes ago and could suddenly log into my private server

Worked like charm!
Unfortunately, that doesn't work on rented servers, since they won't let me upload DLL files (for obvious reasons.) I am trying a wipe and full re-install now. After that, I'll open a ticket.
