movement speed passives are for mounts
Might be something that gets fixed in future, I don't know. But I'd hazard that's why it behaves as it currently does.
id say that you are right that would make perfect sense as if it was just a static number swift wouldn't effect the player, great observation. so for a galeclaw what just build a normal attack setup? cause there are no player speed passives
I currently am making a second best build for most my pals. vanguard and stronghold is a must as this grants me the player 10% attack and 10% defense, times this by five and you now have plus 50% Att and Def. mount pals with speed boost and others will get fero and burly. that grants the pal 20% att and def. all will be at least 2 stars condense and plus 15 atk def and hp souls.
not a perfect build but its more then enough for whats currently going on in game and hopefully future updates.

19.00 Normal walking speed.
did several tries and the track always takes around 16 seconds on either verdash.
swift made no difference.

once you get started it gets a lot easier like i used my shadowbeak with muscle, legend, lord and ferocious and IVs that give it a 29.8% out of the 30% max attack buff (got without cheating) to get a few helzephyrs with all the same passives in just one batch of eggs and now im going to move it to a froststal noct. same for my ranch pal it took one batch each to get what i wanted and gave away extras you just need to get the breeding pairs set up. any pals you get with no passives keep them it makes it easier to pass passives on from already maxed pals
