1 star -> counts as 5
2 stars -> counts as 17
3 stars -> counts as 33
4 stars -> counts as 65
IOW, they count as one plus the points required to condense from the previous tier, but there's still some loss if you're using tiers 2/3/4, because the values are based on 1->2, 2->3, 3->4 rather than 0->2, 0->3, 0->4.
It's still quite the improvement, though, and if you store 1-stars you're seeing no loss since they're counting as 5.
