Do what you want if you want to min max then it depends.
Digtoise apparently is only for active player mining and not base "passive" mining at the moment as it's bugged.
They do 8~9 damage per hit to ore nodes when stationed at a base, and they take such short breaks between spins that it's pretty much constant. Put a bunch of Dumud chowder in the feed box and they work very consistently.
That being said, I don't care too much about being sub-optimal; in my personal opinion they're totally fine.
Edit: Missed the part in the OP about manual digging; they are significantly more effective when deployed directly from your team, so my stance remains.
You could probably do it with Mommorest too since they have a similar ability but I've never seen any footage of that in action. Astegon can fly too so it has that going over it.
I'd say that depends on how efficient your cake supply is, and how many other needs you have for your breeding program. I'd file it firmly under 'nice to have' not 'omg I need this' A leveled digtoise with a couple stars and some damage buffs will be more than adequate for quick mining trips to specialty spots, and you can spend your cakes on making combat and travel pals suitable for endgame.
