Report a translation problem
The issue of "solo -> server" is that the server assigned GUID will never match the GUID assigned by your PC (solo). So the tools allow one to reset the GUID in your local save to match the newly assigned server GUID.
Extrapolating that process;
1: You would need to copy your Dedicated server files to your PC.
2: Start a new game and create your character
3: Exit the game
4: Now perform the edit but in a backwards process. Take your newly created GUID and edit your server save file. Now replace the local save file(s) with your edited server files.

Mind you I moved my personal dedicated server files from my new PC to my old gaming PC. While using some server editing tools I noticed the section to copy what I'm now presuming is the GUID, with a "from" and "to" slot.
My process was not 100% as I lost my "discovered" map but not the waypoints. I had to fly around uncovering the map which allowed me to use the already discovered waypoints.
Personally I saw the guides for converting solo to dedicated and it sounded hard so I run the dedicated server on my PC. Who cares if I'm the only one on it?
I was copying everything over at first, then trying to make a fresh one and copy parts etc.
The reason i wanted to move it is because i don't have a solo dedicated set up, it's a paid for one on gportal
There are also 2 files not present on the server.
1: LocalMeta.sav <- no idea what is stored
2: WorldOption.sav <- this stores your game world settings which can be changed on every launch of your solo game.
Which is why I suggested you create a new world to create those extra files.
