do different passives have different rarities?

i'm been hunting jormuntide ignis forever for max efficiency kindling and i swear i've gotten every passive besides work slave and conceited. i feel like i'll end up finding a lucky before i find either of those. literally caught over 100 by now. for those unaware, jormuntide ignis can only be gotten from breeding if you breed 2 of the same species. so passing down those passives through others isn't an option.

i think you're just unlucky. i also had moments when i caught over a hundred pals of the same pal catching every passive skill except for the one i need. i ended up getting it after 160 catches.

what makes it troublesome is the limited space in the palbox, at some point you have to put them in the viewing box that can hold 40 at a time which just creates lag. they should increase space in the palbox and add ways to get passive skills without having to catch/breed so many pals

i've decided to make a combat one just to condense and save space since i likely have the passives for it. but i seriously want these passives.
