this is what i'm running, seems alright, and it punches above its weight.

Which means, while mounting Chillet, you want to increase the damage of your own attacks and not the Pal itself. The pal is not attacking. You are using your legendary rocket launcher to do Dragon-type damage, which is super-effective against Dark pal enemies. Chillet just needs to be able to dodge things, which is why Legend + Swift + Runner + Vanguard makes sense for this pal specifically.
Pals that want this setup are: Chillet, Univolt, Pyrin, Pyrin Noct, Maraith, Beakon, Ragnahawk, Azurobe and Helzephyr. Pals like this are actually an exception to the rule when it comes to passives. Chillet is unique because it's the only Pal to turn your weapon damage to Dragon too. Most of the elements here are pretty garbage as well - there's really no need to build a pal like this for Electricity, Fire, Dark, Water, etc. But Dragon is actually very special since Dark pals are among the toughest in the game.
In general, you are right: Other mounts like Shadowbeak, you want Musclehead + Ferocious + Legend + Lord Of The Underworld because you're not attacking with your weapons while mounting them, you are using Divine Disaster and Dark Laser. Pals like this are best to use Pal attacks specifically because the Pal gets boosted damage while mounted - 50% to 100% depending on the level of the partner skill. It won't be using your weapons at all on mounts like this.
Pals that get boosted damage while mounted are: Grintale, Dinossom, Dinossom Lux, Quivern, Blazamut, Jormuntide Ignis, Suzaku, Suzaku Aqua and Shadowbeak.
Note: Frostallion and Frostallion Noct are the exceptions because they boost the pal's damage by 50-100% as well as add the element to your attacks, doing BOTH what Chillet and Shadowbeak does combined! But usually it's one ability to add the element to your attacks, or to boost the pal's attacks and not both.
