I think the sanctuaries are much older; you can find these sorts of super-technological blocks all over the archipelago including one area that was very clearly a city once. Various items like the unlockable TV or the Ancient Parts material being a basic spark plug imply Palworld is set in the far future, and humans merely found the area with pals being some kind of supernatural thing (would explain why they all weight nothing and can interbreed no matter what combination).
Pals are mutated/part human that became more BECAUSE of the hybridization.
In old times it was some cult stuff, in new times science. Robinquill's entry holds a clue.

I kinda view it as pals going towards their bestial mutations and losing technology until the player gives them that guidance in just telling them what to do after the brainwashing that affects humans as well. Then again, an octopus is capable of watching another octopus open a jar and flawlessly repeat it, where as one that doesn't watch will take a while to figure it out.
They can still have Passives and as said skill wise with using their weapons to their full potential and base capabilities have not been fully implemented yet with the game being Early Access. I will retract my statement when the game comes fully out showing otherwise but taking say so from everyone else is just giving the Devs a cheap way out especially when not all the systems for the game hasn't been implemented completely or at all yet.
The game may say that as well, but I specifically remember getting the "npc's are not pals" message.

Devs: RobinQuill, A pal that is very similar to humans who hunt and live in the forests. It may prove to be a key for understanding what Pals are and how they diverged from humans so long ago.
Pals are mutants, either from ancient cult means or created anew via science, with humans as a catalyst. This is confirmed by lore.

Pure humans are of course, as depicted in NEARLY ALL JAPANESE MEDIA, as considering themselves superior to suppressed beastfolk. So of course the leader of the PIDF would consider it a crime to capture a pure human, but also consider it a crime to go after the pals being sold on the black market in the "wildlife sanctuaries". Just like he enforces a crackdown on drugs... that he sells.
I'm not really sure why you're even replying to me or what you're trying to say.
Who said I was taking shots at the Devs when they in fact stated it as it is Early Access and everything isn't fully implemented yet. All I said was people need to stop making excuses that gives the Devs (not referring to these Devs but others) from going all the way. The Creators of Pokemon for example have used this as part of the reason why they don't advance elements and mechanics in their games because the fanbase just accepts it and defends it. Another could be Volition with the Saints Row Series but they cross the threshold of what they did in the Reboot game.
If the stuff I have said is off or too harsh I am Autistic and a Disabled Vet. Not everything I say is a dig or mean spirited.
