disk write error sounds like your disk (I assume HDD) is corrupted.

and HDDs in general is just finicky to put it mildly. I've seen cases where just a reseating of the sata cord does the trick, where a better rated power supply does solve it, or just simply using chkdsk which granted is very restricting.

Google says:

If you experience the Steam disk write error, try these fixes:

Restart Steam. ...
Restart the computer. ...
Remove write protection from the drive. ...
Turn off the read-only setting for the Steam folder. ...
Run Steam as an administrator. ...
Delete corrupted files. ...
Verify the integrity of the game files. ...
Clear the Steam download cache.
Move Steam to a different drive.
Check the drive for errors.
Turn off the antivirus program or add exceptions.
Turn off the firewall or add exceptions.

UGH> do not follow the instructions above.
Go to your steam folder > steamapps > downloading
Delete the downloading folder, not just the files inside.

Steam has a caching problem with downloaded files sometimes, the only way to resolve it is to delete that folder. Once you do that, install the game again. It's usually a corrupted folder permission that causes it. Steam is really bad at this and it's a known problem for decades.

Also the original problem was due my antivirus moving execution palworld file into the quarantine for some reason

The FAQ on their site indicates that Norton AV has a problem with the game, it is a false positive and hopefully the devs have reported it to Norton.

My AVG antivirus quarantined it too and now I cant install the game at all because it just keeps giving "disk write error"

Just had this happen. Was able to go into the quarantine and restore the file to its original location and get in game. Hope this helps!

Avast One also quarantined it, restoring it & adding to exceptions worked
Malwarebytes & Virustotal are not displaying anything suspicious
