As steam refund says: The purpose of the policy is in case of issues with game playability, not being what was presented as or other issues. It is not a policy to be used as a demo/test drive service.
It is almost always because the user has refunded multiple games in a short time frame.
This policy also helps prevent it from being a tool used for purposes of game piracy.
Steam has the right to deny refund requests, so yes you sometimes have to go through extra steps instead of acting entitled. Complaining here solves nothing except make you look bad.
I think the last time I refunded a game was like in December for the christmas sale. But even then that should NOT be considered a valid reason for Steam to break THEIR OWN REFUND POLICY and deny me a refund!
