As for building height: That is probably an oversight, I'm pretty certain that the "stability" rules which trace the (shortest) distance to the next foundation shouldn't just apply horizontally but vertically as well.
For now, well done to figure out that there is no entity limit to bases (yet), so you can waste as much server resources as you like. Especially when it's physics enabled entities such as walls and alike...
And the stability is only horizontally.
(that's why i wish there was an option or a technology that let us shrink pals when inside the base, so i don't need to make my buildings gigantic)
