I've run into the same thing before, just use a flier.
Pyrin, Arsox and Vanwyrm would work. Basically any fire mount.
I think they may mean flying at ground level
You can have heat-resistant refined metal armor and thermal underwear, and be flying the height of the tall central pillars that sometimes have eggs in the center of some of the lava pools (i.e. well off the ground) and still catch on fire almost immediately.
It likely depends on the specific flying mount.
I was taking a guess at what they meant, but yes. I don't think I've caught on fire in the air before either, but it may just be that I was riding the right kind of mount or whatever. I dunno.
