Report a translation problem
First I'd check that your computer actually meets the minimum system requirements. If it does, check that it has all updates including video driver updates. Most likely there is a problem with your PC causing this. Could also be the game. You can validate the game to ensure the install is not corrupt.
BTW, one of the first things to do is just restart your PC and try it again.
You need to find the model of your video card. From there, do a Google search for the driver. Download and install the driver from the manufacturers website.
Most laptops have an onboard video chip. For this game you need a gaming laptop. That should have either a video card installed or have the video chipset built in using similar hardware to that found in a dedicated video card.
I have a gaming laptop that is almost 5 years old, a ROG (I think that stands for republic of gaming) that could probably just barely run this game, but I've not tried it.
It is highly unlikely that any refurbished laptop (I'm reading that as used and maybe 3 years old) is going to run this game. If that laptop was a mid level gaming laptop 3 years ago when it was new, then maybe.
On your laptop, enter "Device Manger" in the search bar on the taskbar. Click on Display adapters. It will list what you have. You can then Google a comparison of yours with the minimum system requirement of GeForce GTX 1050 (2GB). If yours is less powerful (lower performance), then your laptop probably can't run this game.
I checked the video on the Microsoft Surface Go 3 (but maybe you don't have the latest). It is not nearly good enough. The GTX 1050 is 654% better. So it is way underpowered.
I'd refund your purchase now. No way your "laptop", which is really a tablet, not even a laptop, can play this game. Sorry to tell you this, but you need a real gaming PC or the latest XBOX console (not sure exactly what it is called) to play this.
