The issue is clearly your PC. A 1660 super is not even half as powerful as an xbox series X LMAO
Trolling aside (even tho I am completely serious about the xbox being twice as powerful as your GPU) The reason is because your GPU does not have enough VRAM, even if you play only at 1080p with lower settings. Your PC is literally not as strong as a console my guy, it's time to upgrade or play on console. If you want to "fix" your problem, you will have to lower your resolution to 720p and play like it is 2009
