The only skills that affect the player specify that. Vanguard, stronghold strategist, motivational leader, mining foreman and logging foreman.
This is not quite true. If you have a pal you can *ride* (and you are riding it, obv), it will 100% affect your character's speed. Also yes, the tiers are stackable currently, but whether or not that is intended by the developers remains to be seen. I have a lvl 30 Reliable PIDF Officer (the one that guards the small settlement, yes I murdered everyone and kidnapped the guard, and yes I had to quit and reload the game due to broken wanted status) that has all three (Swift, Runner, Nimble) and is *significantly* faster than my PIDF guard who only has runner.
