You can catch a lyleen with the emperor trait in free pal alliance raid as well. The lvl 41 ones usually bring two lyleens with them.

Tip: if you want to put Legend passive on Lyleen

1. Choose to do one of these breeding combo until you get Petaillia with 'Legend' passive
- Frostallion + Lifmunk
- Jetragon + Cattiva
- Paladius + Lamball

2. Breed that Petaillia from (1) with Mossanda until you get Lyleen with 'Legend' passive

3. You can breed Lyleen from (2) with Menasting to get Lyleen Noct with ' Legend' Passive

Eventually the raids from not-PETA will include a couple of Lyleens with all the mooks. I want to say you should start seeing them around level 40 but don't quote me on that.

It may be down to luck on which raids show up. I made it to level 43 or so before restarting after a permadeath end to my run and those raids never showed up for me, it was mostly just the "Flying Hyenas" and the Research Team guys. But on my current run, those Free Pal Alliance raids were showing up consistently around level 42. Now they've been replaced by Brotherhood and Flying Hyenas again.

It also may depend on base location as well as I seem to see different types of raids at different bases. My first base in the starting area gets a lot of Syndicate Elites. But I don't really know if there is any relevance to that.
