I got 137 unlocked (25+ from breeding) and then found the flower on the head extra one which did not seem to unlock anything but it is very different

no, it's under the truck.

the 138th pal is actually the celebi at the forest shrine, you need to glitch through the trees to reach it.

not all, ive gotten a suzaku aqua tossed at me during a raid and yoinked it

It's not a variant, it's just an easter egg. Besides the flower on its head, it's exactly the same as the original and doesn't have a separate Paldeck entry either.
