In most cases the game itself is in a completed/ship able state.
Today tho Early Access and open beta/beta have become one in the same now. As the phase of a game still in development not complete but playble.
Essentially Early Access is now the Open beta testing phase of the game's development cycle.
However there are games that still use the original cycle format so I can see why people can get confused.
What you are referencing is the early access phase that's where the game is essentially complete and is a way to gather any bugs or issues that might have been overlooked
