There is a way....return to home after every fight and swap low level crap back into your party, but that's tedious AF.
I don't have access to anything called a shock baton, currently. I am level 15.
Hit them with your pick axe or use a low level cat/sheep/chicken.
Plus the shock baton is mighty useful & also try using the poison crossbow as well then smack with baton.
You made the very settings you're complaining about. Sounds like you should have tried learning the game mechanics and figuring out what you would want to tweak by playing further into a standard difficulty setting first.
Levels are very important in this game, and your Pokemon will 1-shot almost anything 5 levels down. Player weapons have very low power by comparison, which is why they are useful for slowly sapping Pokemon health to near-zero so you can capture them.
Stop trying to catch lvl 1 Pals?
Because you're 100% not trying to capture pals close to your level with your current settings unless you hacked your game to give you pals ridiculous stats.

People play games to have fun and should be able to talk to other that want to have fun. No one wants to sort through a bunch of random ♥♥♥♥♥ after a full work week of dealing with ♥♥♥♥♥ 8 hours a day..
Sure. I mean, that was my first thought, but my weapons do literally no dmg at all with these settings. I can destroy the weapon before I can inch down the last 1/4th of health. Perhaps, it gets better with access to other weapons or I can find an equipable pal ability that doesn't do uber dmg as I explore.
I really just need to use a low level pal, but you can't unless you go back to base and swap every other fight.
Again, My weapon will break before even doing 1/4th the healthbar. If I don't use them and rely on pals, then the entire healthbar is gone in one shot. There is no in between currently, with these settings, and I think that's a problem.
Perhaps once I get access to other weapons or if I can find a pal partner ability that does super low dmg, but I've tried what you are suggestions long before I came here asking questions and it doesn't work with these settings.
Maybe you should change your custom difficulty setting a bit? (You can always change it, it will affect your save file). Make you (player) do more damage to enemy and make pals do a bit less damage. That should fix your problem.
Also, try fire or poison arrow. If successfully inflict status, enemy will take DoT damage in percentage to their HP.
I have to warn you, in late game, even without lowering your damage in setting, player weapon will barely do any damage to higher level pals.
