are you able to remove the free pal alliance bases?

i found somewhere i wanna build, just wanna know how to remove all their tents and such

Clean the base of enemies and come back a little later. The camp should be gone.

yes. kill them all. rescue the pal and wait a bit and it will disappear. note that they often have small patrol groups outside their base and you sometimes have to kill those too. My current main base is on the site of where a free pal alliance base used to be. Also, know that after you build your base there, if you decide you need to dismantle the base for some reason and it has been awhile since you took over the spot, the enemy base will immediately respawn in once you destroy the pal box.
