Capture rates are generally lower at higher levels, even with good balls you're seldom looking at more than a 25% chance. On the other hand that's counterbalanced by the fact that you're easily able to manufacture high level balls very easily.
I realised this when trying to capture 10 for each pals for the bonus exp, and even when facing lowel level pals (lvl 20s, I am at 40), I found that even when the capture rate say 80%, I failed way to often compared to when I start playing capturing small pals even at 50ish%
The amount of time it frustated me and made me have to resort to higher level balls for lower level pals is stupid imo
Gamers have been spoiled by dice rolls skewed in their favor and people generally don't understand probability. There's your answer.
