No but your electric oven needs 1. Electricity and 2. a heating element.
Just like the pal one that need 1. Electricity and 2. A heating pal.
Ultimately this is just an arbitrary end-game space sink meant to offer improvements while sacrificing something else. The electric stove is better than the normal one, but you need 2 pals to operate it basically. It's not rocket science it's just a strange survival crafting thing. It's like making making bricks in Conan Exiles you need Stone and a reagent, instead of just using stone on it's own, and the second tier of brick you need to make brick and then add in a second reagent to the brick to 'harden' it.
These are pretty standard for survival crafting, a mechanic meant to limit your resources but offers a benefit for that limit.
