Cyberpuke 2077 Police Crossover?

So... I went to one of those weird-looking islands outside the main island and some police forces were there, since I talked to them before when in cities, I thought it would be ok, but I'm dumb, didn't consider that I was doing criminal activity, so they start to blast at me... Which I simply replied with bullets, just to find out that, if you hit one of them, a new group would spawn, which I replied with even more bullets, to spawn even more of them... Which I replied getting the ♥♥♥♥ out of the island.

Well... To my surprise, those guys just spawn on you, and keep spawning until your PC runs out of memory... So I thought "If I teleport, surely those guys won't teleport to me, right? RIGHT?", so I teleported to my base, and guess what? Yeah, you guessed it, THEY WERE THERE, shooting at me.

But, I learned something very good, they only keep spawning if I shoot at them (emphasis on I) because it turns out if my Pals in base kill them, it's ok... So I ran, hid, and waited for my Pals to clear them out for me... After killing like 35-ish of those ♥♥♥♥♥♥♥ I'm fine now, no more warnings or wanted posts.

So... What the hell is Cyberpuke 2077's police force doing in Palworld?

On a side note, they can spawn even inside your own buildings if you cannot manage to run away from them. Memo to self: always assault NPC's faaar aaawaaay from the base.
