As far as I know, no, due to the limitations of Familly Sharing and Steam. I think as long as that account using Palworld whatever account it's borrowing the game from will be locked out of playing games until it's done, or you kick it off.
But I haven't tried what you're describing so if I'm wrong and someone knows from experience I'm glad to be corrected.

Not sure how servers are setup but if you need to run the game on the server machine and use family share then no one else can play that game as it is in use by the server machine.

Family share only 1 person can be playing any one game at a time.

You will have to buy a copy of the game for the server account if you want to run a dedicated server yourself.

No, youre correct. Steam family sharing makes it so only 1 user can use a shared game at a time, but the original owner can kick them off at any time.
If you want to run a dedicated server you will need to shell out 25-30USD for a separate copy of the game, but check out some gray market sites and see if you cant find a cheaper copy somewhere.

You do not need to own another copy of the game to run a dedicated server. We do this in our home with each player owning a copy of the game (don't buy from "Grey market sites") and then we have a 4th machine that I downloaded the Palworld Dedicated Server onto. This can be downloaded for free under the tools section of your Steam library. I use a server admin program to run my server so I don't even have to launch it through steam. I use PALA: https://www.nexusmods.com/palworld/mods/47

Thanks everyone for the comments. I have my dedicated Palworld server running now. I'm having problems getting the death penalty. No matter what I set it at we lose everything. I have tried changing it to zero, none, no drop. Any suggestions would be welcomed.

Is the death penalty served on the previous game? Do I need to delete any games on the server and try again?
