I am using red on level 30+. Its still taking 10 spheres to catch usually.
Also you can collect eggs and hatch, same xp as catching and if you fly around in the highest levels zones it might be decent xp.
Overall I'd say it's a great state for a little over a week since release of the first early access version, but you do need to have a little patience for the later game's balance IMO. Luckily it's not crashing etc constantly.
Capturing very low-level Pals can become tricky at this point because it's easy to just obliterate them instead of wounding... but hey, you might have enormous numbers of the basic Pal spheres to waste. Stun baton also helps, although I don't know if the game tells you anywhere how much stunning actually matters with capture chance.
There's probably some expected amount of Lifmunk (sp?) upgrades for capture chance for a given level range, but I have no idea what you're "expected" to be at. At level 38, I think I've upgraded it five times, with the most recent upgrade costing 19 effigies; while I tend to prioritize reaching those I actually notice, I haven't been seeking them out specifically.
For ore farming, I find that it doesn't take too long to get 320 w/ a refined-metal pickaxe and a grappling hook, at the Desolate Church. A set of 50 coal consistenly spawns within easy reach of the Free Pal Alliance tower, so that'll work for refined ingots. Carbon fiber can be tediously made from wood, so don't waste coal for it.
Bone for cement can be bought at the Seaside Village on the south coast of the volcano island in the SW. Seaside also sells handgun and rifle ammunition, so if you've plenty of gold and not a large number of ingots/refined ingots, that's an option. From what I gather, there's a village ("Duneshelter") out in the NE desert where you can buy Pal fluid, too, for the other ingredient.
