Question about higher level pal skills

Just started getting pals with level two skills. Will level two skills also do level one skills? Meaning, if I now have a pal that will do level two planting, can I replace my current pal at my base that does level one planting?

Higher level skills means they do things faster and mining ore requires 2 mining and mining coal/sulfur I think requires 3 mining.

So it is just better to having higher level skills.

The priority system is bad now so you could get someone with 2-3 handiwork but it also had wood cutting 1 and it decides to prioritize cutting wood instead of crafting so you need to try to pick the pals that work the best...

I am noticing this. I built an base by an ore field, but finally found a tombat, but all it has done so far is mine stone at my stone mining build. It just flies by all of the ore I got it to mine.
