This was with the PIDF specifically, I don't know if normal settlement guards cause this bug or not. Either way, if you get the wanted status, I recommend either immediately quitting to menu and reconnecting, and/or letting your character die. If you have death penalties on, be sure to die next to a fast travel point.
Hopefully future patches will fix how the wanted status is obtained and cleared.
I think being in EA lots of things do that now - I resolved the wanted level issue here but on a separate instance I start finding my pals when I log in or fast travel back from far away they all congregate behind palbox instead of working (I don't have transporter pal active, so from the looks of ranch loots on floor and stone/lumber yards quota), seemly only working first 5-10 minutes or so then they stop (because i am way too far from base or something???)
And more and more spotting they get stucks (i have tree spawns in base) on top of the trees, and not to mention larger pals having issue to work at all because work stations is "too close" to each other when smaller pal are perfectly fine to do so - which means i have to use weaker pals (usually smaller pals are lvl 1 skills) just to navigate?????
I sort of did this but it was back at my base, restarted after getting overwhelmed with PIDF guards and when I restarted the save all my Pals started moving in slow motion and all headed for the food dispenser. And once they got there they didn't stop eating. All the food levels were heading south quick. It broke the wanted level, but somehow broke my game. I even restarted the game after that several times to the same results. Save was broke.
Just let them kill you at the fast travel point.
Unless you nut enough to play an unfinished broken game in hardcore permanent death.
For the wanted level in the sanctuary, just build a palbox there if you have a base to spare. And use the death reset.
Or just kill them all, they're so weak anyway, just kill them and let a single lvl 10 left, no more will spawn and the lvl10 will make no shet to you.
If you found them OP, then just play normal game and live like an exemplary citizen. Since you're that weak, if you can't even fight the PIDF then you can't even do any shet to the pals they protect. Almost all the pal in the sanctuary can 1 hit an 3+k hp pall in 1 hit.

YOu obviously have not get wanted before. They literally spawn in your path and around you there's no way running

these jank game days are pretty funny though.
