I have been all over the map, I have killed the kinds of pal that are supposed to drop wheat, I have captured them. NOTHING.

I need wheat seeds to progress and I am getting really frustrated.

What other people said - buy them from merchants or kill grass mobs in the forest area past the twin knight bridge, near the elphidran and petallia boss spawns.
Flopie and Robinquill love to drop them.

if you ever need stuff you cant find go to a trader to buy it, I buy high quality pal oil by the hundreds instead of farming it since i get so much gold exploring and finding chests/selling pals

Yea bro just go to that small town and buy the seeds off the merchant. It's what I did and I have 2 wheat plots now.

If you are low on cash just enslave... I mean catch some humans and sell them to the merchant.
