add field view fog distance adjustable for low end users

setting to increase perfomace for low end users will increase the player count

This isn't Minecraft, just because the fog is closer to the player doesn't mean there isn't stuff loading in behind the fog. Minecraft's fog works by hiding everything outside of the render distance. So basically what you want is a render distance setting, not a fog one.
