When I looked it up there was a passive skill called RARE listed.

Rare is supposedly the same as Lucky, but i haven't personally found one with it either. I think it was probably a placeholder for Lucky as it wouldn't make much sense for both to give the same bonuses.

I see a Legend or lucky but not a rare on one site, where did u see it at?

"Rare" passive is "Lucky" or what pokemon player refer as shinies, "Rare" is no longer in the steam version of the game, and you probably saw a guy played the xbox game preview version.
