Microsoft may have the same function, but not sure. Never used their apps or store :o
Also, i'm pretty sure you can download and use basicaly any steam tools without owning the game on your steam account.
Maybe you can use steam dedicated server and set the version to whatever microsoft is stuck at ^^
You can host without server in two clicks on the current steam version. (only requiring that the host is actually logged in /playing) The microsoft one have several updates lacking and microsoft store don't have api or networking platform enabling quick connexion.
Probably not on private servers as of now no.
But pretty sure microsoft have some servers for pass users?
