I did a LOT of testing with bases the past couple days and I can tell you your issue is one of two. Pal(s) in a stuck state after a world load, reload the world or teleport far away wait a while for your base to unload and teleport back. The other is as many other have mentioned pathing issues. For the cooler box I found you basically need to have a 3x3 of foundations, with the cooler box in the middle with nothing around it for the pals to focus the cooler and to be able to assign them easily.
Once I built my cooler with a huge amount of space around(enough a large pal could sit and cool without overlapping any objects) I had ZERO issues with.
If pals get stuck in certain parts of your base use decorations to block it off.
it really doesn't matter though at all, because the timer going down is only -1 Product.
I've had to do this in 3 of my worlds and 2 of my friends. It worked every time and once it starts working it sticks.
Make an enclosed room with things like crafting, cooking, cooling etc, it works wonders for keeping them on their assigned tasks.
Make sure they have food, and place to sleep in the same room area, and if you want to spoil them, put baths as well.
It's overall usefulness is kinda low, but it's got some use, and eventually you'll have a little extra capacity for workers who you don't really need so having one refrigerate stuff can be helpful. You can also dump meat and stuff into it whenever you fast travel back to base and hold onto them until you can assign jobs to make various stat boosting foods.
In my experience Chillet doesn't spend too much time away from the cooler until nighttime. Although I also have a few very good farming pals.
It's not very useful, but it's not completely useless either. Main use is to prevent cake ingredients from spoiling, which admittedly is still not a terribly useful thing to do, but there will reach a point you have so many pals doing so few jobs that it just ends up being the most useful thing you can assign a pal to do simply by virtue of everything else already being taken care of.
Also if the food inside actually manages to spoil away completely, the pal will leave the cooler.
My best method for keeping things from spoiling in 0.1.3.0 has been to keep 2 Jolthog Cryst in camp and have fun all day, then at night, hit sort on the cooler, refreshing the timer on my cakes and such. If there's a noctornal ice pal out there, getting 2 of those would be amazing.
