Restart steam, restart the comp, and double check that you have at least the size of the game free on disk.
After restarting Steam twice it gave me the error "Missing downloaded files" and restarted downloading the whole game.
I've had this same exact issue; once on launch day, and now once again just now. Whenever I try to uninstall the game, it gives me a message saying "cannot uninstall, Palworld is busy" or something like that
I just tried to finish the download and once again it got stuck on installing. I tried to restart Steam, but now it has to redownload the whole game again.
When steam and PC restart not helping i would reinstall the whole game.
EDIT: This method still works to be able to play the game, but in my experience I've had to do this twice now since the game launched.
Steps:
1. Let game go through its "download" process.
2. When it tries to "install" the files, it will get stuck at 0%.
3. Right-click the game name --> Manage --> Uninstall
4. wait for the pop-up to say "Cannot uninstall - Palworld is busy"
5. Close the window and shut down Steam. A prompt may pop up and show a "play" button, as if Palworld has already been updated.
6. Restart Steam. Palworld should now be playable.
Seeing this type of thing happen with a lot of players. The "solution" they have on here is also the exact thing that I did (mistakenly) in order to play the game again the first time I encountered these issues - but this doesn't actually solve the issue at large.
What worked for me is just letting it 'install' on 0% and wait. I clicked on launch the game after the download is complete and it suddenly started.
Not working for me. When I restart it is still stuck at 1%. Its stopping other steam games from loading as well
The 'fix' for me is just waiting. After 5 minutes it goes from 0/1% to 100%.
I dont know why but I had the same issue and noticed my Steam taking alot of memory through task manager, so i decided to start ending the multiple Steam Client WebHelper one by one and it went from stuck at 1% to fully completed in 2 seconds.
checked the game files beforehand, restarted multiple times but only "end task" on the "Steam Client WebHelper" seemed to work. don't know if that was just luck for me or not. hope someone finds a solution for it.
