The sever settings say the max Pals in a base is 20, but a fully upgraded base can only have 15 pals.

I think it takes into account the pals that players have in their team but out. They probably count as workers since they act as such when within the base boundaries. It surely means that you can only have 15 pals in the Pal Box as workers and five players each with one pal out.

depends on the server settings but in total you can have 21 working at the base if you're there , 20 from the base slots and 1 from your party ,

The setting to allow up to 20 working pals inside the base works. I enabled it on my private server and currently have 19 with one more to go. Not counting the party pals.
