Just in general your mining outpost should only have some light food harvesting and beds with no other distractions
Hopefully it gets fixed together with AI pathing as those 2 issues are really messing the game up right now. Until then just chill and keep reminding yourself: I've bought an early access game :)
And yeah, you could try loading that mining base before warping to go explore, instead of leaving from your main base. That's the best I've come up with but it doesn't always work.
I've heard there's more issues on multiplayer.
But you should stop by every so often to keep things moving.
Like mentioned above.. I just stop by mine every once in awhile, pickup and then re-put down all the pals.. wait a few minutes and then leave again. Sometimes I come back and I have 30 ore and sometimes I have 400.. it's just a matter of whether the game feels like doing the thing.
I've experienced this on both my solo game and on my dedicated server with friends.
I think those people are... kinda.. well embellishing.. that or they didn't leave their base as much as they claim they have OR they are on a server with more people and someone is nearby enough while the pals work to not put them into stasis.
