Base and player level are different.
I only tried it in one spot to create a new base but I guess the result would be the same elsewhere
Zoomed all the way out on my map and there's a "base" in some spot I haven't even explored yet.
Dismantling that base fixed my issue.
iirc its level 11. I had the same issue until i got one level higher, then it solved itself.
If you open your map, and zoom all the way out, you can see all the symbols for areas, like the bosses, and fast travel points. Just look for the ones that look like little castles, should have one at your regular base, and a second one out on the map somewhere if its the same issue. It can happen if you open the build menu and accidentally place the "ghost" image down. Even if its not been built, if you place the outline down it counts as your second base until you destroy it, or it pops on its own, which can happen if you place down too many item outlines without building them (there seems to be a max number of non-built items you can have out at once before the first one you place breaks and the new one is put down).
