Can try "login anonymous +app_update 2394010 validate +quit" I run mine through Windowsgsm and makes it a bit easier to manage the server and update it when needed.

this video is super helpful: https://www.youtube.com/watch?v=WFTCYSKqamU&ab_channel=maturemindedgamers; Simply put you just add a bat file where the steamcmd is located the run the bat file to update the game server. THe content of the bat file is this: steamcmd.exe +login anonymous +app_update 2394010 validate +quit. The number here is the app id of the pals dedicated server that can be found on steamdb
