Report a translation problem
The game allows you to disable motion blur in the settings yourself, and I had already done that. I'm not sure why you think it needs to be forced with an .ini setting.
My verdict is... it doesn't really help anything. Maybe the fullscreen forcing does, depending on your setup. I think it helped me a little, but not majorly.
That said, I didn't really test in depth how performance was affected, I just didn't notice any difference from a cursory glance. If it was significant, I think I would have noticed. Your experience may vary.
I tested it out only because I knew what it was doing. I'm fairly certain it's safe, but your caution is appropriate.

Who on Earth says that they like motion blur or depth of field? Like you, I turn them off immediately in every single game the moment it loads. It's the first thing I check along with turning off bloom.
