How are you SUPPOSED to build a base?
Build everything on the ground, and you can't build walls. Build foundation for the walls, and the slightest difference in elevation blocks the foundation from snapping together. Try to build a massive wooden platform off of a cliff, and get told "there's no ground underneath". What are you supposed to do?

That is simply not true. Foundations are so high they can be used as proper walls.

Build foundation, snap stairs to it, build floorto a 2x2, snap a foundation to the bottom, this is your support beam (Wall it in.) continue as you see fit.

They don't snap together. I never said they can't be used as walls. But having to align things manually and deal with jagged edges feels horrible.

build it on flat ground if you can. lots of flat building area. build near a ton of metal. build a quarry when you need stone. if you would rather have metal destroy the quarry and they will gather metal.

Is it possible to make the stairs go up instead of down? Last time I tried, the stairs could only be made descending rather than ascending.

What do you mean manually? They snap easily and you don't need to align anything at all:

You snap two foundations together and for SOME reason, you can then make the stairs go up. It doesn't work with 1. Then you just get rid of the other foundation. The building system is wonky.

Bottom floor of foundations then walls, and a massive area of roofs as the real floor? Buid it like a oil rig?

That may be a fun project now that I think of it

Scroll the mousewheel and/or change the angle you're looking at it from. I find that stairs can only be placed from the side and only work from the front when they're descending.

You can use flat roof pieces to create balconies of 2 tiles out before getting "not enough support."

So far, building a base *for pals* gets their pathing bugged out, and eventually they will climb onto something and get stuck (the larger pal, the more often).
Having a large platform of foundations and some stairs, to get up or down from it seems best for pals, and if you want a second floor, go at least 2 walls high

For players and small pals they work well with 1 floor buildings and roof tops.
The Pathing bugs out with a 1 wall high floor with something below it, and some can"t fit.

Base building is so simple in this game i dont even understand how anyone can struggle with it.

This game has a stability calculation same as any other game - and this games calculation is easy to trick. The ONLY rule that applys is that maximum 2 X axis distance away must be a foundation below.

Need to add the ability to build up or down with foundations so we can build on hilly or rocky areas. Got a wonderful spot for a base but it has a big hill smack dab in the middle causing me issues

There are a few good mods on Nexus addressing these concerns if that's your bag. E.g. removing collision checks, build over water, fixing the gaps under defensive walls and so on.

It would be simple if everything snapped to a grid and the ground was perfectly flat. But the game isn't like that. There's bugs and clipping and collision issues and squares inside circles and per-pixel placement with position-based orientation in OTS third person, and if you get something wrong the AI goes insane and the base stops working.
