Or is it hard-capped at, say, 30? Or one can just pump into 1 stat, like put all stat points to Stamina?

No caps. Tried with a cheat tool, stats can go up to low thousands at least.

Level 50 is your total stat point cap.

Also some stats give diminishing returns at a point, like weight gives half benefit after 1100.

You can now only put 50 points into any skill. With the new items that permanently boost stats its capped.
