same for me. they dont spawn at all, i keep searching for them in that wildlife sanctuary but they aint appeaing

They do spawn, they just spawn rarely. I have caught a few there, just takes a while.

Yeah they're just rare. You can also find grizzbolt there, but I only found 1 grizzbolt and 1 petallia in about ~20 mins or so

idk if this actually works(it works for me tho) but you can lower the view distance to mid and run around in the wildlife sanctuary and it will respawn pals there, i manage to caught a female petallia just now
