is there enough skill points

i am wondering if anyone can help. Can you unlock every item in the technology tree when you reach max level/skill points

Yes. You can earn points outside of leveling.
Doing dungeons will often times drop manuals that you can consume for a tech point.

There's rare book loot that gives extra tech point per book. ...I only ever found one.

if were talking tech points: there are books you can find for points as well as unlocking teleports granting 1 each

He said skill points, but then talks about unlocking tech. Yes, those are separate things, but it's his error, not the responder's. Please read the whole OP, it's not that long.

The chests on the "wildlife sanctuary" islands also seem to have pretty decent odds of containing tech manuals for extra tech points. Just either stick to a flying mount, or only visit at night, to avoid provoking the cops.
