In the first 2 days a merchant kept running into me, but now I can't find anyone at all. Do they spawn in certain locations?

from plateau of beginnings go straight west past the giant fish bone on the ocean, there is a fast travel point called Small Settlement, it got pal merchant and wandering merchant there..
