Which is fine for your first run/server but annoying for any further. It's basically telling you to do stuff you're going to do anyways.
There are already a couple of flaws with it:
Tutorial gets reset when transferring world to a new server. (Map data also gets lost.)
Tutorial forces you to open the Survival guide so it's not all auto completion.
Tutorial forces you to assign stat points on level up. This is broken for max level people who it gets triggered on. For people who haven't hit max, you have to wait to level up again to clear it out of your view.
Tutorial forces you to craft a low level ball, no matter how many you already have.
A bit late, but I found a way to fix the problem of things resetting when moving the save to a new server.
You need to keep the same folder name of the original that is located in the top level of the SaveGames folder. It is a long name of all caps letters and numbers.
After moving the save, go to the server config folder and edit the file called "GameUserSettings.ini". There is a variable there Called "DedicatedServerName" that needs to be set to the name of the save folder mentioned above.
Once you do this, the experience for the player should be exactly the same as before moving the save. They won't have to do the tutorial again.
You can’t when the game crashes and it restarts the tutorial but you are max level.
I'm suddenly having Fallout 4 flashbacks...
YES I KNOW HOW TO BUILD A SETTLEMENT, GAME, SHUT UP
