also, modders will definitelly change quantity, size, and amount of base.
The bases are not large enough to really fit enough stuff to have more than those working.
I also would recommend focusing your bases on different jobs once you have unlocked more.
2nd base unlocks at base level 10 and third at 15 - not sure if there is more as i have not progressed further myself yet.
They even walk in-line but in the game they can barely walk 2 feet without getting stuck on nothing, so yeah, I think that the ss are setup too. lol
The game still doesn't read all settings in the config file so it do be like that. We have lvl 20 base and can confirm that we still only have 15 workers.
There's one screenshot on the store page with more than 20 pals and it's more than likely just two bases built right next to each other. And yes, that's kind of the point of storefront screenshots. Just like the ads for food and cosmetics, they're setup to sell the product................................................. the hatred from some of you over this game is getting pathetic.
