Low Dedicated Server FPS

Anyone know how to improve dedicated server FPS? As far as I can tell the cap is 60FPS but even then it rarely runs at that. If I'm around a variety of Pals, the server FPS is dipping to 32-34 FPS while my CPU is only at 10-20% utilization, the GPU is 30% or less, and there is >10GB free of RAM.

Dang it'd be nice if these push button server rentals like gportal/nitrado/etc... would actually tell you how much RAM they're giving you, but I'm sure it ain't 32+ gigs.
