Set your Windows PAGEFILE AT LEAST AS LARGE AS YOUR MEMORY.
And you'll not have stuttering anymore.
So if you got 32 or 64GB of ram, be sure that at least is 32 or 64GB.
This definitely improved my issues (I had 16GB ram, Page file was at 9GB. Updated to 24GB). Much smoother compared with how it was before, but still running in to the occasional 2-3 second stutter/freeze whenever new assets are loading.
Really annoying when a Pal goes to throw an attack at me, then my screen freezes for 3 seconds, then unfreezes with me dead. Hopefully they resolve this in future updates
I have a 1660 OC, r5 5600G, and 16GB RAM AND still use an HDD for the majority of my games, and 90% of the time I run into stutter I just have to turn down shadows and AO (this game has no AO options), another 5% of the time I have to turn down effects too (totally depends on the game and what "effects" does in it), and the remaining 5% of the time I have to move the game to my SSD to eliminate stutters.
I don't feel like testing it, but I suspect your pagefile trick is working because you are (somehow) running out of VRAM and your SSD pagefile is making up for it...? Just a guess though.
Also pagefiles can kill SSDs.
Anyway just thought I'd share that, since my system is significantly weaker than yours, your only running 50% higher res, and I get no stutters without adjusting pagefile; so maybe this info is useful for you.
This doesn't sound like a good idea at all, especially for people using SSDs because caching on SSD will greatly reduce their lifespan.
Caching (the page file), should happen when there's not enough RAM, if you have enough RAM then it shouldn't be an issue, and it's always better to rely on a bigger amount of RAM than a bigger swap partition/page file.
Since you have quite a decent amount of RAM I suspect your problem arises from your old CPU/motherboard that might not be handling the data stream efficiently enough.
I have a Ryzen 7 2700X, 48GB RAM, RTX 2070 and play in 2K with everything maxed out and I never encountered any stuttering, my page file is set to 3GB and hopefully it will never be used.
Edit: I'm on Windows 10 and game is installed on standard high performance HDD, I only have my OS and main programs on SSD, not games.
You can lock the FPS to any number you want in Nvidia Control Panel or Radeon's Adrenalin.
