How do you set up a Breeding Farm?

I'm beating my head against the wall trying to figure out how to get a breeding farm to work - I've got a big platform with one on it and an easy route to it, and the Pals I stick into it just run off constantly with no interest. It's driving me insane.

you need cake food for breeding
