Make sure there's nothing else above around or below it too. if it's too close to other things they will ignore it. It's like the freezer boxes have a smaller foot print than anything else. Also helps if you get someone who ONLY does freezing and no other options for them to choose over it. They prioritize freezing last over everything else, it seems like.

Bunch of things to consider:

1. They might be focusing on other tasks, cooling seems to be fairly low priority for most ice pals. Try using something like a Foxcicle or a Sweepa instead of something like a Pengullet or a Penking.

2. Unlikely, but it's possible the cooler is in a location they can't pathfind to. Rarely the case as pals often can refrigerate stuff from a room above/below or next to the cooler, but if you've got a cooler that's like, 2 stories up and requires going through a door to get to, then a big pal like an Alpha Sweepa might not be able to get to it. If the cooler is right next to a bunch of items like the feedbox or something, that sometimes causes this to happen too. Although you can usually put the feedbox right next to the cooler without issue if it's the only other thing next to it.

3. There's nothing in the cooler. They won't bother cooling if there isn't anything in it.

4. The cooling pal might be bugged. Put them back in the palbox and take them out. If it keeps happening then you might have to restructure your base as sometimes certain base layouts cause pals to just freeze up and there isn't much you can do other than try to get them to run the pathfinding script again by destroying and rebuilding the feedbox or something.

Who are you using? For me Foxicle is major help as it literally ignores my other stuff that needs cooling and just stays near freezer, due to size it's easy to move around and doesn't get stuck with pathfinding, goes to eat and back to freezer.

Ah i see some already mention the food inside missing, if you have trouble keeping food in the freezer, you can fill up the feed box with various cooked food for all slots, then all your transport items form farms will go to freezer. I filled my foodbox with Honey, lettuce, tomato, salad (lettuce + tomato combo), fried eggs, cooked berries. So all the eggs, milk, wheat, berries goes to freezer from.

For some reason my ice pals won't voluntarily ever cool anything, so I've always had to pick them up and chunk'm on the box. They will occasionally "forget" but not often. Usually after a raid there's a smallish chance I'll have to kick'm back in line.
