If that doesn't happen, mod support can always be provided by third party sites such as is the case for most AAA games.

So many of these Devs miss out on more recognition and a whole new community by not adding a workshop. Giving modders and players unlimited freedom within a game like this is guaranteed for even more success.

They mentioned plans for workshop implementation later down. You can see it in their latest FAQ. Hopefuly it is implemented later this year.

They are, but it's gonna be quite awhile til that happens as it a low priority for the moment.

I think they said they were gonna try to add modding support, but that's likely not gonna happen until much later in the development cycle. Possibly, only after they've moved out of early access.
